People v Laquisha Allen

On 4 March, 2016, a jury found defendant Laquisha Allen guilty of second degree murder with an arming enhancement for the death of Tommy Lacy III in 2012.

In June 2012, Defendant Allen's 17-year-old boyfriend (and friend of her 15-year-old son Douglas Andrews), Jah-kwan Smith, was killed in Stockton. Defendant Allen suspected that her former intimate aquaintance, 18-year-old Marjon Fuller had something to do with Smith's murder.

On July 6, 2012, around 7 pm, Defendant Allen was driving with her son, Douglas Andrews, and another boyfriend, an 18-year-old named Tommy Lacy III, in West Oakland. She drove her rental car east on 11th Street at a high rate of speed, past a corner market. She did this numerous times, searching for Marjon Fuller. Eventually, she spotted the intended target on the corner of 11th Street. Defendant Allen stopped the car in the middle of the street, about halfway down the block.

She was overheard saying to Lacy and her son to "handle your business". The two males exited the car and immediately started shooting at Fuller on the corner. Surveillance video shows over 20 gunshots fired toward the corner store. Andrews saw Lacy bleeding to death on the ground after suffering a gunshot wound to the head. He returned to the car and Defendant Allen sped off. Andrews tossed the gun and, a few days later, he and defendant Allen turned themselves in.

Defendant Laquisha Allen is scheduled to be sentenced on May 24, 2016. The case was prosecuted by DDA Glenn Kim with assistance from DA Inspector Jeff Ferguson and Victim-Witness Advocate Nicole Santos.
