People v Isaiah Nolan Washington & Tiara Channelle Arnold

On March 17, 2015, a jury convicted defendants Isaiah Nolan Washington and his girlfriend Tiara Channelle Arnold of two counts of first degree murder with special circumstances for the killings of 18-year old high school students, Carlos Buenrostro and Rafael Avila. The couple was also convicted for the attempted murder of Jocelyn Medellin. Additionally, defendant Washington was convicted for being in possession of a firearm with a prior felony conviction.

During the evening of May 8, 2010, victim Jocelyn Medellin agreed to attend a welcome home party for defendant Washington who had recently been released from jail. Defendant Arnold and Medellin picked up defendant Washington and the three drove around Oakland in Arnold’s lime green Oldsmobile. After several hours, defendant Washington started to make several rude and threating comments towards Medellin. After a brief confrontation, the defendants agreed to take Medellin to her home in Hayward. On the way to Hayward, defendant Washington stopped at his home and picked up his loaded AK47 rifle.

In Hayward, defendant Washington stopped the car in area of Westpark Street and Memorial Way. Defendant Washington spotted victims Carlos Buenrostro and Rafael Avila as they were getting into a white Saturn. Defendant Washington approached the young men with the intent of robbing them. He pointed the AK47 rifle at the victims and ordered them to lay face down on the ground.

Defendant Arnold searched their pockets and vehicle for money and valuables, and the defendants passed the gun back and forth to each other as they collected items. Defendant Arnold started kicking Carlos Buenrostro in his face and upper body and without warning, she pointed the AK47 at the victims and shot them as they lay helpless on the asphalt. She fired 21 rounds, killing both men. After she stopped shooting, defendant Washington yelled for her to kill Jocelyn Medellin. Defendant Arnold shot three rounds at Medellin as the latter fled the murder scene. Victim Medellin managed to escape uninjured.

Both Isaiah Nolan Washington and Tiara Channelle Arnold are scheduled to be sentenced on August 24, 2015. The case was prosecuted by DDA Jimmie Wilson with assistance from DA Inspector Mark Moreno.
